Yes you can create a "Personal" web page. This is a little different do to the limitations than a regular hosting account.

I created one from the members center just to test and basically they provide the service through geocities free hosting (it's puts ads on your site).

So the format of your URL is: http://www.geocities.com/youremailaddress/YourPageTitle.html

Personally if I where you I would check out godaddy.com they have very cheap monthly hosting. I think it's only 4 bucks a month plus the cost or a domain name which is usually are 10 dollars a year.

But I guess it all depends on what your trying to accomplish.

I think this is best if your just creating a splash page or something to toy with. If you want something professional you should always invest in a hosting package and a personalized domain name. (in my opinion)
